Free shipping bar synced with the “Calculate Shipping fee” function problem

Dear,
WooCommerce has an important shipping area function, where shop owners can add an extra shipping fee when their clients need to ship overseas.
The Free Shipping Bar is a good design for the shop owners to manipulate having more purchasing, but when a user who lives overseas has to manually change his shipping destination to overseas, The Free Shipping Bar needs to be synced with any update of manually shipping destination changes.
I find there is a bug that the Free Shipping Bar can not be updated by the Cart function “Calculate Shipping fee” changing. Please check these pictures.
