FILTER Does not working ?

We are trying to filter specific products into specific categories, but the filter does not work.
As selection, result is to bring the products related to the attribute from all categories
Please Advise

The filter selects all the products of the Shop where the attribute is people = two(2) but not the specified category = Solar Heaters.
Do we misunderstand the functionality of the filter?
