WHY I CAN NOT EDIT LAYOUT&HTML BLOCK USING ELEMENTOR/WPBAKERY

Hi Team, The Doc says the layouts and html block can be edited by elementor or wpbakery, I checked but I couldn’t find how I can edit them. There is suppose to be a small blue button “Edit by elementor” on the right top corner, but I couldn’t find that, could you guys tell me how I can create a new layouts and html block by elementor?? TY
