Hello,
If you are creating the Custom Layout for the Checkout page on your Site and seeing those Widgets in that then the thing is these are default features that come from WooCommerce end and aren’t editable.
Notice Wrapper shows success and error notices according to the submission on the Checkout page.
The Login option appears on the Checkout page by enabling the option under the Dashboard > WooCommerce > Settings > Accounts & Privacy tab > in that uncheck “Allow customers to place orders without an account” and check “Allow customers to create an account during checkout“. This is how you will get that option to work.

Does the woocommerce notice only display the information after the transaction?

Yes, the Notice Wrapper generally works and shows Notices when some information in the fields on the Checkout page is added incorrectly. Like you can see the following Image from our Test Site: https://snipboard.io/s1qP2K.jpg
And if the information is added correctly overall and the order is placed then the page proceeds further with the concerned redirections (if any) otherwise, shows the Thank You page like shown here: https://snipboard.io/rTSWtv.jpg
