"Sorry, you are not allowed to access this page"

Hi – I have just purchased the Basel theme and have installed it ok (I think) onto my site. I cannot however get access to the theme settings.. when I click on the link I get taken to a page that says “Sorry, you are not allowed to access this page.” why would that be when I can add the theme license and have access to the full site in general?

Thank you very much for purchasing our theme and contacting our support.
Please make sure you have taken this steps in this order:
1/ Upload the parent theme
2/ Upload the child theme and activate if you want to use it, if not, follow steps below with the parent theme
3/ Navigate to Appearance > Install Plugins > Install all the plugins and activate.
4/ Make Base Import > http://prntscr.com/iydaqx then you can upload demo if you need.
If you have done all this and still have the problem contact us with admin access to your site.
