More likely Visual Composer was used with an extension which can expand row options.

No, unfortunately, there is no such an option. The nature of popup does not stipulate such height. Even if you try to do it with custom CSS you will have either blank gap or cut content. That is why popup is flexible and have all features so that the user could understand that he is viewing popup but not another page.
