    How de we disable section or block in the home page?

    In order to disable a row enter its editing mode: http://prntscr.com/jgfzr4

    The same is for the section: http://prntscr.com/jgg0ej

    Inner rows do not have the option to be disabled in this case you can apply column responsive option: http://prntscr.com/jgg0ej
