Yes, that is possible by means of mega menu. Please find here the instruction how to configure mega menu: https://xtemos.com/docs/basel/create-menu/

As you can see from the screen mega menu block is created by HTML block. Please find here information how to create HTML block https://xtemos.com/docs/basel/html-blocks/
