Update address during checkout does not update the shipping options

    We do have quite a lot of different shipping options in our website and while doing some last testing before going live I noticed some strange behavior when going through checkout.
    There is an option for customers to change their address during checkout but if you change the address to another country all the shipping options disappear.
    Only if I change back to the country where I am right now the different shipping options for that country (Belgium in my case) reappear?! So I am unable to test as if I order being someone living in another country?! Am I missing something? Thanks for any lead!

    I kindly recommend you to review your shipping configurations, or refer to this article https://woocommerce.com/document/setting-up-shipping-zones/

    Also, could you kindly test the functionality with default WordPress themes such as TwentyTwenty or WooCommerce Storefront? This will help us determine whether the issue stems from our theme or elsewhere.

    Sorry for my late reply but I had my hands full in getting the new webshop online:-)
    Meanwhile one of our customers encountered the same problem I described so it is not related to some problem with GEOIP or something. For me everything is fine (I am in Belgium and the shipping providers I created for Zone Belgium show up as expected). Our Dutch customer however got the same problem, she only saw one shipping provider while for Holland I have created about 6 different options. The only one showing up is not related to what I defined for Zone Netherlands.
    After activating debug information for the shipping part of Woocommerce I noticed that whatever zone I would try, except for Belgium, the Woocommerce shipping module would take Bulgaria all the time. It is a country we ship to but I hadn’t defined it there. I tried to add a Bulgaria zone but Woocommerce wouldn’t show me Bulgaria as a country so I picked Europe instead. And there came the problem from. I just added Bulgaria to our approved country list and now it does show up with the countries when creating a new zone and I can create the shipping providers for Bulgaria. So definitely not a theme problem but Woocommerce I assume. I have no idea why it breaks all the other defined zone definitions, with legit countries, and picks the one where I set the zone wider than one country. Thanks for your help of course!
