Development site limitations?

Hi!

I’ve installed Basel on my dev site, but can’t access the settings. I’m getting a message, that says, amongst other things:

… we give you an ability to activate our theme to turn on auto updates on two domains: for the development website and for your production (live) website.

One of the most important reasons for me to use a dev site is so I can access the different Basel designs and try out different design tweaks, without changing the settings on my live site. Does the above message mean that’s not possible?
