Floating blocks builder and Popup builder not working with WPBakery

When we create a new Floating Block or Popup, the options appear at the bottom of the page, but it seems that the WPBakery Page Builder is not loading properly for editing. see screenshot

To fix this issue, please update the theme to the latest version 8.3.2 and apply the patch #689896. Let me know if it helps.
