How to move the Coupon block to a logical position?

On the checkout page above breadcrumb, there is a block ‘Have a coupon? Click here to enter your code’
It does not make sense to display this above breadcrumb. It seems a bug?
We tried to move it ourselves to fix this issue, but its not in the page, but above the checkout content.
There is no element or does not appear to be any way to control where and how to display this block.
Please advice how to move it to a logical position.

You are using a custom layout for the checkout page, To add or move the coupon field and checkout steps title. You’ll need to create a new Layout with the Checkout Top Content condition and add the Coupon Form and checkout steps widgets inside that layout.
This will ensure all elements appear in the correct position within the checkout page.
