01. This is a HTML Block content. Navigate to Pages > Edit Contact us page > Edit popup button “Write us a message” check the HTML Block. Then edit this HTML Blocks with Elementor and change the content.

02. Sorry to say, it is not possible. Taking into consideration that the mobile screen is limited in size, all the content is placed a block under the block.
If you want grid changes only on mobile, try to use Theme Presets for Mobile. Navigate to Theme Settings > Presets and create a preset specifically for mobile devices, and set the condition to custom, choose “Is mobile device,” and make changes in the theme settings for mobile.
