Could you please check how it works with some default WordPress theme like twentysixteen to understand is it our theme issue or not?

Made with a different theme. Problem still exists.
The same problem was with the “cart”, but somehow she decided. Like this, I did not understand.
If it doesn’t work with other themes then it is not a theme issue. Try to disable all installed plugins and reinstall WooCommerce. Remove all WooCommerce pages and install them again via WooCommerce -> System status -> Tools.

Thank. I deleted only the checkout page and created a new page using tools. The page began to work. Then, I made several changes. Everything is working.
