Where do you want the button, calling the popup to be placed? If you mean popup button in any place of the page, you just add a Popup element, configure the button, and insert the video element insider the popup.

If you want to insert in the header/footer or sidebar, create an HTML block. do all as described above and insert HTML block by means of the widget or shortcode.
