I have visited your website.

1) The Popups works the same as you set the option “Show after number of pages visited” to 2. Then both the popup and the cookie law info will be taken effect. There is no option in Theme Settings to-cart display them independently.

2) This is not an issue, this is the default functionality of the popup when a user registers it will be displayed.

You cannot change the default functionality. It requires customization and this is beyond our limitations and support policy.
