Your menu is too long, the menu does not assume having so many items, it is not possible to add the scroll with custom CSS as it would hide sub-menu items.

You need to consider the option to reduce the number of items on the menu. Perhaps you can make one main menu item and list them in several columns as a mega menu block in this way: https://gyazo.com/09362deb82e6622c6fd76dea3cec0c69
