Navigate to WooCommerce >Settings > Accounts & Privacy > Uncheck the option “ Allow customers to place orders without an account”

If you want to require registration to purchase or add items to the cart. Unfortunately, there is no such an option right now. You need to find a third party plugin to achieve more functionality that best suits you.
