The menu is created and configured in Appearance > Menu.

If you configure menu categories to be the main menu, you will place your categories in the following hierarchy https://gyazo.com/12194902603af8e5fba0aa32fb9e0b9f

If you want to add them as the category menu https://gyazo.com/9349b84580c6b2a7b4c3ff0d3cfd1fc6 there are only two levels supported: main menu item and sub-item.
