Your question is not clear enough. Please provide more details with the screens.

Categories menu is assigned in the Header Builder by means of Categories element. The Category menu is created and edited in Appearance > Menu > Categories

If you want to create/delete product categories you need to go to Product > Categories

Please clarify your problem.
