Add custom Popup to multiple icons

Hello.
I want to open a custom popup for each icon.
I don’t want to use the same popup for everyone.
I want to show the contents created in the “HTML BLOCKS” in a popup, but there are different contents for each icon.

How can I do this?

I saw the screenshot you attached.

You can try using the Popup button element of the Theme and then set the content of each POPup according to your needs.
