Is it possible to add HTML block after the products on a category page? I would like to build some content around the category but not above the products.

You can use Pre-footer options for this purpose: Theme Settings > Footer > http://prntscr.com/iz9yb7
Actually, it is the global option and will be shown on all the pages by default. To avoid that you will have to enter each page and disable it. http://prntscr.com/iz9z1l In the result you will have it on the categories page and on the product page. Do not disable it on the shop page!

No, Pre-footer is a global option. Category page is a WooCoomerce template we do not change the stucture of third party plugins. You will need a WooCommerce customization.
