It is not working, not editable

Hello,

The checkout page is generated in tables and it makes it impossible to insert the content in the place you want. You can insert the content under or before the table.

HTML structure does not allow solving it by custom CSS. Such modification requires complicated woocommerce code customization which is not covered by our support.
