My store is aimed at a specific audience, and the products cannot be purchased by non-qualified professionals. I would like to replace the “add to cart” button with a “register” button for users who are not logged in. How can I do that?

Navigate to WooCommerce >Settings > Accounts & Privacy > Uncheck the option “ Allow customers to place orders without an account”
If you want to require registration to purchase or add items to the cart. Unfortunately, there is no such an option right now. You need to find a third party plugin to achieve more functionality that best suits you.
