Add to cart button with + and – (quantity) not showing by default in product category page… it’s showing only on hover..

I have visited your website.
This is the default behavior of the product style that you are using that the content is displayed on hover for desktop.
You can try using the standard button product style from Theme Settings >> Shop >> Product Styles.
