Admin Plugin Installation Fails

So when I am trying to do the initial setup of the theme the setup wizard guides me to the page where it would install the required plugins. That step fails to install the plugin for the following reason.

Status Code:
403 Forbidden

If you can lead to me to the direction why its happening that would solve my problem is it a wordpress configuration issue or a directory permissions issue I am not sure.

All directories have permission 755
and all files have permission 644.

Please disable any plugins not directly related to our theme and provide us with your admin access details. We will log in to your dashboard and investigate the issue. Please ensure that you only keep the following plugins that are necessary for our theme to work correctly:
– WoodMart core
– WooCommerce
– Elementor/WPBakery Page Builder

Hi Thank You for the quick response. I actually figured out the issue that is I had to set this env variables to allow plugin installations.
disallow_file_edit: false
DISALLOW_FILE_MODS: false
