Background image controls lack settings

Why do the options for background images lack settings to control that image?
For example, page title, where are the repeat options? Nobody wants to use tiles?
For the category page title background, there are absolutely no settings for the background image.
The footer background is the only theme option that has a somewhat complete background settings section.
I just answered my own question. Custom css wouldn’t fix it and now I see why. They are not really background images. Even though they are labeled as backgrounds, these are actually img tags. So now I have to make large images instead of using more efficient tiles.
