how to resize the footer to be fit with mobile browser as you will see on attached, its to big i make the footer as HTML block

Please try adding the following Custom CSS in the Custom CSS for mobile area under Theme Settings >> Custom CSS.

.min-footer .woodmart-gallery-item.col-12 a img {
    height: 56px;
}
