As I understand you want a sticky add to cart button? If so, you can enable this option in the Theme settings > Product page and find the “Sticky add to cart” option.

Please deactivate all the plugins not related to the theme and switch the parent theme, check the issue, if the problem remains, leave the plugins not activated and provide the site admin access to the private area

It can be possible with custom CSS provided your header and footer and all the content rows would have a transparent background. Do you need help in custom CSS? Please provide an image URL into the private area.
