Can I set up a Free Shipping Bar for just one country?

I’m using WPML on my site and would like the Free Shipping Bar to appear only for one specific country. Is that possible?
It’s about displaying the widget – I know I can set a shipping rule for one country in the shipping settings. However, this is misleading for users who see the widget but don’t have that option available at checkout.
