First of all, you need to create an HTML block with some menu lists as in the below screenshot.

Then this HTML Block you should define to the appropriate menu item in Appearance -> Menus, also do not forget to set the “Full width” design for it.

The point is the same on the WPB and also the name of the element is the same (check the below screenshot).
