change billing address with shipping address

I want the opposite of the default. Default is enter the billing address, then check option to ship to a different address. I want the customer to enter the shipping address, then check an option to bill to different address.

Is there a way to do this?

Plugin Woocommerce is responsible for the checkout functionality and our theme cannot affect it, so unfortunately we do not have a solution.
