I created a new menu called “cat” and I assigned it to the category menu which appears below the header on the shop and category product pages, but the menu still shows all the product categorys created.

Categories menu that is displayed on the shop and categories page is generated automatically based on all categories in the store. Unfortunately, you are not able to manage it as other regular menus via Appearance -> Menus.
