Yes, this is possible.
1) Manage existing billing fields (Company, City, Address, Postcode, Phone)
– Go to Theme Settings > Shop > Checkout and enable Checkout fields manager.
– Then go to WooCommerce > Checkout Fields to rename labels, set as required/optional, change position, or hide/show fields in the Billing section.
Note: The Checkout fields manager works when your checkout page uses the [woocommerce_checkout] shortcode (not the new Gutenberg checkout block).
2) Add new custom fields (Tax Identification Number, Tax Office, District)
– For adding completely new fields to the Billing Address, use a checkout fields plugin. We recommend WooCommerce Checkout Manager. With it, you can add fields like Tax Identification Number and Tax Office, place them under Billing, and set them as required.
