Color and background settings for top bar and header will not update

We recently upgraded to the latest version of Basel and none of our color or background settings will update now. We are trying to change the top bar color and header background and the main theme color and none of them will show up when viewing the site. The changes are saved in the backend but they don’t actually display.

Please describe in detail how can I reproduce the problem.

Strange. When I log out I see the correct colour. But when I’m logged in as the admin it shows me the original colouring. See attached. Any idea why this would be?
