Colors Not updating after upgrade

After the V5 Update, the site defaulted back to the basel primary color. I can go into ‘Styles and colors’ and change it but nothing happens, it still remains the default primary hover color.
ALso, does anyone have refresh problems? sometimes when I update a page and refresh it, it goes blank. I have tried hosting support and clearing the browser cache, but still have issues
