if I want to use Sendinblue SMTP to send transactional emails,
Should I install the Sendinblue plugin to add the Sendinblue API, or I can add API directly through (contact integration, or this only for marketing email)

Yes, you will need to install a plugin for this purpose. Our theme doesn’t have such functionality.

in the Contact section, you can add Sendinblue API but they mention this as marketing email not transaction email

We don’t have an answer to this because it is not related to our theme. You need to contact either plugin developers or this service provider and ask for help.
