Correct measures to make the banner look good with "hotspot" feature

I want to make a banner with the hotspot feature but I cannot find a way to make the top image align with the background correctly, also I would like that the distances on the banner and the image with the “hotspot” stay the same on any device size, so it doesn’t shows misaligned

and here is how it looks at a different sized device, it completely gets misaligned, I would like it to stay the same so it does not gets out of the background image frame
