Here is an example situation:
1. You create a header banner with needed information.
2. Some visitors see this banner and close it. After this, the banner is no longer shown to them.
3. You want to change the banner and show the updated information to all visitors including those who already closed it.
4. And here is where this option can be useful. After updating the banner, you just need to increase its version.
5. Now, the new banner will be shown again to all visitors that closed it already.
