CSS not combined or minified

Hi.
Despite having checked “Combine CSS files” and “Include minified CSS”, the CSS files are not combined or minified.
Tested in admin and visitor modes.
I am hosted on Kinsta and not using any other cache plugin.

The “Combine CSS files” and “Include minified CSS” options, exclusively work with files from our theme. If you want to minify and combine all CSS files, try to use the “WP Rocket” plugin.
