Cursor shape

Hi,
I have small problem and I hope you will be abble to help me.
Sometimes the cursor is a “hand” and sometimes it’s a “vertical line” like for the text (shown on the picture). On a menu (left picture), the cursor is a “vertical line”, and what I would like is only a cursor “hand”.
How can I do that please.

Our theme does not influence that, when you hover on the link, the cursor changes.
