Deleting users in WordPress keep reappearing when l use the same email address.

When I delete users (to be specific- ‘customers’) via ‘Users’in dashboard the user disappears from the list. I clear my cache. However, when I try to register a new account with the same email address to test they are ‘gone’ the front-end says “email already exists, log in instead”. And also it has happened that it automatically signs me in with just enering that email address into ‘Register’ new account. Even though l have cleared the cache and am using a device l have never logged into the account with. How do l fix this security error?

Could you please check how it works with some default WordPress themes like TwentyTwenty or WooCommerce Storefront to understand is it our theme issue or not?
