Go to Theme Setting > product Archive > Product Archive > Category description position > select after product grid.

Actually, there are certain Custom Layouts enabled for Archive pages which is why your made changes under the Theme Settings aren’t taking effect on that. I have disabled the custom layout and changed the position from theme setting > Product Archive > Category description position.

Check back your site after completely clearing the browser cache.
