Disable loading website effect on mobile devices

On the last versions of woodmart theme, we see a CSS loading effect on mobile deviceswhen we open the website domain, we want to disable this effect but we’re unable to find the option at the theme settings, also we have looked the code and we don’t find how to disbale this effect,

Please confirm the permission for plugins deactivation, and switching to the parent/default theme. As soon as we complete the testing we will enable it all back. Also, please send access to the admin dashboard.
