Does Basel theme support 'ribbon text information strip'?

Hi,

I am enjoying the many features of the Basel theme. I was wondering how it would be possible to create a sort of slim ribbon that would contain simple static text information that would permanently sit underneath the menu bar, present on all pages? Please see attached screenshot example where the ribbon is red and contains the text, “10%”. It’s placed underneath the main top menu.

We have a similar option in the header http://prntscr.com/lq0zcz The Header banner is configured in the Theme Settings > Shop > Header banner

I’ve attempted to put some settings in so that it appears but it’s not working. What am I doing wrong? Can you provide a screenshot of your example from within your dashboard so I can use it as a template? Many thanks.

Update:
How do I:

1. make the banner appear on all pages (the homepage and the FAQ pages appear to be exempt for some reason)
2. stay fixed on the page when the user scrolls the page down

1. I see the banner on the home page and on FAQ page.

2. There is no option to show the banner on the scroll
