You should edit that menu via Appearance -> Menus and clear the “HTML Block for the dropdown” field.

The site does not have a main menu in Hebrew, only in Russian… Need to create one?

Seems that you use some plugin for making the website multilingual therefore the menu is translated via this plugin.
