Dummy Content & Theme setting not visible

I am getting “Sorry, you are not allowed to access this page” for theme settings. Using WPengine has host.

No dummy content tab – saw in another thread this can be activated in theme settings.

I think this is sorted now – All plugins hadn’t installed correctly. Thanks
