how to add something like a banner or image to my customers dashboard? Preferably role based visibility.

I am afraid Woocommerce does not provide such an option.

is there maybe an option to get the shortcode from the woocommerce account page on a seperate Elementor layout? That way I could adjust the layout and add as much as I want.
