How can I edit this top bar notification in woodmart?

Hello,
Please provide your site URL or page URL. As per your screen, it is the Header banner, which is edited in the Theme Settings > Shop > Header banner. I visited the site you provided earlier it is top row in your header builder:
Navigate to Woodmart > Header builder http://prntscr.com/iyd2pe
Choose the proper header type (your current) http://prntscr.com/iyd333
Disable the top row: https://xtemos.com/docs/woodmart/header-builder/header-rows-columns-configuration/
