Enabling Viewport tag to Scalable, but is not reflected on PageSpeed Insights

We are trying to enable the Viewport tag to Scalable in Theme Settings → Other, but when we run our site through PageSpeed Insights, we are still getting this notice that the viewport tag is not scalable.
We cleared the website cache, and we are still seeing this.

Could you please temporarily disable all plugins that are not related to our theme (including caching, optimization, and third-party WooCommerce extensions)? This will help us check if any of them are causing the issue.
